Four Air Commodores of PAF promoted as Air Vice Marshal

ISLAMABAD: The Government of Pakistan has promoted four Air Commodores Syed Azhar Hasan, Hafeez Ullah, Muhammad Arif, Arshad Quddus, to the rank of Air Vice Marshal.

Air Vice Marshal Syed Azhar Hasan was commissioned in Pakistan Air Force on 07th December, 1979 in Flying Branch. During his career he has commanded a Fighter Squadron and an Operational Air Base. He has also served as Air Attach+_ at Pakistan Embassy in USA. In Staff appointments, he has served at Air Headquarters as Assistant Chief of Air Staff (Plans) and Deputy Chief Project Director (JF-17 PMO). He is a graduate of Air War College and National Defence University Islamabad. He is recipient of Sitara-i-Imtiaz (Military) and Sitara-i-Basalat.

Air Vice Marshal Hafeez Ullah was commissioned in Pakistan Air Force on 7th December, 1979 in Flying Branch. During his career, he has commanded a Fighter Squadron, a Fighter Wing and an Air Base. He has also served as Director at Directorate General ISI, Islamabad. Presently, he is serving as Assistant Chief of Air Staff (Works) at Air Headquarters, Islamabad. He is a graduate of Combat CommandersGÇÖ School and National Defence University, Islamabad. He is a recipient of Sitara-i-Imtiaz (Military) and Tamgha-i-Imtiaz (Military).

Air Vice Marshal Muhammad Arif was commissioned in Pakistan Air Force on 7th December, 1979 in Flying Branch. During his career, he has commanded a Fighter Squadron and a Fighter Wing. Presently, he is commanding an Operational Air Base. In Staff appointments, he has served at Air Headquarters as Assistant Chief of Air Staff (OR&D). He is a graduate of Combat CommandersGÇÖ School, Air War College and National Defence College (Jordan). He is a recipient of Sitara-i-Imtiaz (Military) and Sitara-i-Basalat.

Air Vice Marshal Arshad Quddus was commissioned in Pakistan Air Force on 7th December, 1979 in Flying Branch. During his career, he has commanded a Fighter Squadron, a Fighter Wing and an Operational Air Base. He is a graduate of Combat Commanders’ School, Air War College and National Defence University, Islamabad. Presently, he is serving at Air Headquarters as Assistant Chief of Air Staff (Administration). He is a recipient of Sitara-i-Imtiaz (Military) and Tamgha-i-Basalat.

We are living in a Volatile region: Air Chief

LAHORE: We are living in a volatile region where events change rapidly, Chief of Air Staff Air Chief Marshal Rao Qamar Suleman said while addressing airmen at the Pakistan Air Force (PAF) base at Rafiqui in Shorkot on Tuesday.

On his arrival at the base, he was presented with a guard of honour. He also reviewed the parade presented by the base personnel. The air chief said, “Events leading to friendship turn into those of hostility within hours as witnessed during November-December last year. We must, therefore, always be ready to protect our aerial frontiers and respond with full force.â€

Pakistan-China underline need for further enhancement of Military ties
April 1, 2009

ISLAMABAD: Pakistan and China have underlined the need for further improving and enhancing Military-to-Military and defence cooperation for the mutual benefits of the two sides. This was discussed at meeting between Federal Minister for Defence, Ch. Ahmad Mukhtar, and the visiting seven member Chinese Defence delegation led by LT General Jia Tingan Deputy Chief of General Political Department, PLA (China) called on the Minister.

The meeting discussed the ongoing defence projects especially JF-17 Thunder Aircraft and F-22P Frigates projects being built with Chinese assistance and expressed satisfaction over the progress achieved so far.

Talking to the delegation, the Minister said that Pakistan attached utmost importance to its ties with China which has always supported Pakistan in the areas of trade, economy and particularly defence.

He informed the delegation that Pakistan was highly appreciative of Chinese support in strengthening and promoting its defence industry. The Minister also lauded recently held “Aman Exercise 2009â€

Graduation ceremony of Logistics Officers Course held

KOHAT, April 3 (APP): The Graduation Ceremony of Logistics Officers’ Basic Course No 0811 was held at School of Logistics, PAF Base, Kohat on Friday. Air Marshal Muhammad Yousaf, Deputy Chief of the Air Staff (Support), Pakistan Air Force was the Chief Guest at the occasion.

While addressing the graduating cadets the Chief Guest said, “I advise you to persevere in your endeavors to channel your energies of head and hot to improve your efficiency and skills. This will prepare you to make significant contribution towards operational preparedness of Pakistan Air Force.

Chinese air force delegation visits Air Headquarters
Saturday, April 11, 2009

ISLAMABAD: General Xu Qiliang, Commander PLA (Air Force) along with a nine member delegation visited Air Headquarters here on Saturday said a press release.

On his arrival at Air Headquarters, Chief of the Air Staff Rao Qamar Suleman, received the distinguished guest. A smartly turned out contingent of Pakistan Air Force presented the Guard of Honour.

After reviewing the Guard of Honour, he was introduced to Principal Staff Officers of Pakistan Air Force. The distinguished guest also paid homage to the martyrs of PAF by laying wreath on Martyrs' Monument at Air Headquarters.

General Xu Qiliang, also invited Air Chief Marshal Rao Qamar Suleman in his office. Both discussed matters of professional interest. They also discussed measures to further strengthen the friendly relations between the two air forces.

The delegation was briefed at Air Headquarters on the organization, role and functioning of Pakistan Air Force. On this occasion Chinese Ambassador Luo Zhaohui was also present.

Commander PLA (Air Force), General Xu Qiliang along with his delegation who is on a visit of Pakistan is guest of Pakistan Air Force. During his stay he will visit various PAF Operational and Training establishments.

President Zardari confers Nishan-e-Imtiaz on Chinese military commander

ISLAMABAD (APP): General Xu Qiliang, Commander China People’s Liberation Army (Air Force), called on President Asif Ali Zardari on Saturday and discussed bilateral relations with him. During the meeting at Aiwan‑e‑Sadr, President Zardari said the brotherly relations between the two countries date back to three generations and Shaheed Zulfiqar Ali Bhutto laid the foundation of this all‑weather and time tested friendship. He said, “It is not only the leadership of Pakistan but also the common citizen of Pakistan who has the same feelings and respect for China and the Chinese people.â€

Pakistan to station JF-17 combat jets at Peshawar

Islamabad, April 17 (IANS) The Pakistan Air Force (PAF) will station its first squadron of the JF-17 Thunder combat jet that has been jointly developed with China at Peshawar, the capital of the restive North West Frontier Province (NWFP), it was announced Friday.

“The first fighter squadron of JF-17 Thunder aircraft will be raised and stationed at Peshawar,â€

President confers Nishan-i-Imtiaz (Military) award on Air Chief
April 23, 2009

ISLAMABAD (APP): President Asif Ali Zardari conferred the award of Nishan-i-Imtiaz (Military) on Chief of the Air Staff, Air Chief Marshall Rao Qamer Suleman at a special investiture ceremony held here at the Aiwan-e-Sadr. The award of Nishan-i-Imtiaz (Military) has been conferred in recognition of his meritorious services for Pakistan Air Force.

Air Chief Marshall Rao Qamer Suleman thanked the President for conferring the prestigious award on him.

Chairman Joint Chiefs of Staff Committee, General Tariq Majid and senior officers of the three services were also present on this occasion.

Musharraf ruined PAF project says Ex-Air Chief

ISLAMABAD: Former chief of the Pakistan Air Force Air Chief Marshal Saadat Kaleem has accused the ousted dictator, General Pervez Musharraf, of ruining the PAF’s $1.2 billion Saab Surveillance System deal for possible kickbacks.

Kaleem said that despite the PAF’s opposition, Musharraf put pressure on the air force to modify the contract to the extent that the number of systems to be purchased from Sweden was reduced from six to four to include two Chinese systems. The $1.2 billion contract was originally meant to acquire six surveillance systems and one Saab 2000 aircraft as VIP version from the Swedish company.

Talking to The News from his residence on phone, he said General Musharraf personally exerted pressure on him to modify the contract but he, as the PAF chief, was opposed to this because of the objections raised by the PAF experts purely on technical grounds.

He, however, said that after he retired in March 2006, the contract with the Swedish company was modified to include two Chinese systems. ìIt was done with mala fide intentions,î the former PAF chief said, adding such modifications were usually made due to some motivation factor.

He said the Pakistan Air Force had cautioned in advance that the Chinese system was inferior to the Swedish system and the two systems were incompatible. Also, one of the systems was superfluous.

This mix-up of the two different technologies, he said, was bound to create more problems instead of serving the purpose for which the project was conceived. He explained that the two systems could not be integrated so it was better to cancel the Swedish contract altogether and go for the Chinese option.

He explained that the Swedish system contained electronically scanned antenna while the Chinese system had rotating dome antenna. The former, he said, is far superior to the latter. He said that the Pakistan Air Force had initially decided to buy the Swedish system following the recommendations of its operationís branch, which was not in favour of the modification of the Swedish contract for including the Chinese technology due to technical objections.

He recalled that once General Musharraf called him to the Army House and directed to modify the contract to include two Chinese surveillance systems but when he opposed it, Musharraf snubbed him by saying, ìWhat is the problem with you?î

Kaleem said he had told Musharraf that it would be a disadvantage to have two technologies but Musharraf wanted to give a $250m contract to a Chinese company, citing ìstrategic relationsî with the friendly country. He said he had also pointed out that the PAF was already procuring defence equipment worth $6 to 7 billion from the Chinese firms, so another contract of $250 million would not make much difference.

He said that he had also argued that even if the Chinese system was provided free of cost, it would be a burden on the Pakistan Air Force because it had to train its pilots, give technical training to others and create a separate specialised team of experts to deal with it. The former air chief said that he was prepared to appear before any commission to submit what he had gone through on the issue.

The PAF had been looking for a surveillance system since long. The project called ìProject Horizonî by the PAF and negotiated between the Saab/Ericsson MW team and the Pakistani authorities continued for over two and a half years. On Oct 15, 2005, the $1.2 billion contract for six surveillance systems and one Saab 2000 aircraft as VIP version was signed. The Government of Pakistan also negotiated and signed a loan agreement with the Swedish government agency, SEK, to finance this project.

But later the number of systems to be purchased from the Swedish company were reduced from six to four following Musharrafís orders. According to a source, Saadat Kaleem favoured the Swedish company, a charge Kaleem flatly denied and insisted that the Swedish systems were the best available choice for the Pakistan Air Force.

He, however, admitted that the Saab office, situated in Islamabad, was housed in his house, rented out to the Swedish company after his retirement for $5,000 per month. When asked if this was not a clear case of conflict of interest, Kaleem said it was not, insisting that another house in his neighbourhood was rented out to a foreigner for $4,500 per month.

According to a source, a PAF officer, who was a member of the PAFís project team, was offered a lucrative salary package after his retirement by the same company, which had also created an office for the officer but the PAF refused to give the officer NoC to take up this job. Kaleem said that he was not aware of this case.
